The Action Plan of the Government of the Republic for 2023–2027 has been prepared to implement the objectives of the coalition agreement between the Estonian Reform Party, Estonia 200, and the Social Democratic Party. The action plan is the basis for planning the work of the government for four years and it is also one of the key documents for drawing up the national budget.

The coalition will be guided in its work by the seven overarching objectives set out in the coalition agreement: boosting security; ensuring the sustainability of public financing; implementing green reforms; reducing regional stagnation; reducing income inequality and extending people’s average lifespan and the number of years they lead healthy lives; developing the personalised state; guaranteeing high-quality education.

The action plan sets out the activities, responsibilities, and deadlines for this.

The following indicators are used in the Action Plan of the Government of the Republic to monitor progress towards the goals:

1. National defence and broad-based security: residents who consider Estonia safe; number of persons who have died due to accidents, poisoning or physical trauma: deaths per 100,000 population

2. Foreign policy and support for Ukraine: Global Presence Index (Elcano)

3. Economic development and innovation:Worldwide Governance Indicators – government effectiveness; private sector research and development expenditure

4. Development of education and research: tertiary education; adults with professional or vocational education

5. Environment and biodiversity: index of environmental trends; circular material use rate; net greenhouse gas emissions

6. Energy and infrastructure: share of renewable energy in final energy consumption

7. Regional policy and rural life: GDP per capita outside of Harju county, compared to the EU average

8. Culture and sport: participation in cultural activities; contacts that persons of other ethnic nationalities have with Estonians

9. Social policy: healthy life years; persistent at-risk-of-poverty rate

10.-11. State governance and political issues and justice: trust in government institutions; satisfaction with public digital services
