“Estonia 2035” is the long-term development strategy of Estonia. The strategy sets out the strategic goals for the state and the people of Estonia for the next fifteen years, and defines the changes that are needed to achieve the goals.

The guiding principle of the strategy is a democratic and secure state founded on freedom, justice and the rule of law, which respects the principles of the rule of law and the social state, and preserves and develops the Estonian nation, language and culture.

Based on the guiding principle, the strategy lists five long-term strategic goals that relate to supporting people’s ability to develop and adapt; building a cohesive and cooperative society; a clean and accessible living environment; an innovative and responsible economy; and ensuring a people-centred and reliable state system.

1. Estonia’s people are smart, active and care about their health
The achievement of the goal is monitored with the following indicators: healthy life years; participation in employment, cultural activities, sports and volunteer work; participation in life-long learning by adults (including informal learning).

2. Estonia’s society is caring, cooperative and open-minded
The achievement of the goal is monitored with the following indicators: caring and cooperation; contacts between different groups of society; persistent at-risk-of-poverty rate.

3. Estonia’s economy is strong, innovative and responsible
The achievement of the goal is monitored with the following indicators: labour productivity compared to the EU average; GDP per capita created outside of Harju county, compared to the EU average; private sector expenditure on research and development; resource productivity.

4. Estonia offers a safe and high-quality living environment that takes into account the needs of all its inhabitants
The achievement of the goal is monitored with the following indicators: satisfaction with the living environment; index of environmental trends; number of deaths from injury, poisoning and other external causes per 100,000 population.

5. Estonia is an innovative, reliable and people-centred country
The achievement of the goal is monitored with the following indicators: Global Presence Index (Elcano); Worldwide Governance Indicators; trust in government institutions; share of local government investments in general government expenditure.
