Participation in formal and non-formal learning by adults
The percentage shows the share of the population aged 25–64 who have participated in formal and non-formal learning. Formal learning provides the core knowledge, skills and competences that are recognised in the society, whereas their acquisition is usually formally assessed (preprimary and basic education; general and vocational education; higher education (incl. Master's and doctoral studies)). Non-formal learning is based on specific training programmes and intended for specific groups (occupational training, language learning, art classes etc.).
In “Estonia 2035” and Government Action Plan, red leaves indicate that the indicator value is deteriorating or lacks direction and the desired result has not been achieved.
